Introduction.
The Allahabad High Court recently ordered the Under Secretary of the Uttar Pradesh Government to file an affidavit showing the progress made with respect to construction of toilets for women in the police stations. They were required to provide information regarding the funds allotted and set aside, as well as the steps taken in order to achieve the initiative.
Analysis.
The judgement came as a result of a Public Interest Litigation filed by college students to provide for basic amenities in police stations for women, keeping in mind their dignity and privacy.
When the matter was brought to court, it was observed that there was a PIL on the same matter that was still pending before the court. It was argued that despite providing assurance, no significant action was taken by the authorities to bring about such changes.
The court observed and took into consideration that police stations across the State failed to have hygienic and clean facilities for the woman staff, and that the situation in rural areas was even worse.
The court held that hygiene and sanitation form an integral part of life, and the absence of such facilities would hinder life with dignity.
